Born on 29th
April, 1946 in Nembe, Bayelsa State, Engr. (Prof) Telimoye Mathew Oguara
had his Secondary School Education at Y. G. S, Yenagoa, Kalabari
National College, Buguma and County High School, Ahoada, where he
obtained the WASC in Division One in 1964. His University education was
at Ahmadu Bello University, Zaria where he graduated in 1972 with B.Eng
degree in Civil Engineering. He later attended the University of
Washington , Seattle , U.S.A where he obtained M.Sc. in Civil
Engineering (Construction Management) in 1975 and PhD Civil Engineering
with specialization in Highway and Transportation Engineering in 1978.
He also had a graduate program in Transportation Planning at Cornell
University, Ithaca in 1975/1976.
Oguara began his engineering career as an Assistant Lecturer at the
College of Science and Technology (CST), Port Harcourt in 1972 and
became the pioneer Head of Civil Engineering Department when CST became
Rivers State University of Science and Technology (RSUST) in 1980. He
became a Professor in 1990. Prof. Oguara served RSUST in various
capacities including Acting Dean, Faculty of Engineering, Chairman,
Senate Business Committee; Chairman, Senate Research and Publications
Committee and Director, Centre for Continuing Education. Since 2005,
Prof. Oguara has been in Niger Delta University, Bayelsa State as Dean,
Faculty of Engineering and Director, Directorate of Consultancy,
Entrepreneurship, Research and Development.
Oguara had also served in various capacities in engineering
establishments. He was Director, Oshogbo Steel Rolling Company;
Executive Director, Nigerian Coal Corporation, Enugu and Executive
Director, OMPADEC. He had served as Member of NBRRI Technical Advisory
Committee on Building and Road Research; Member Governing Council,
University of Port Harcourt , Member Steering Committee, Niger Delta
Environmental Survey and as a Commissioner in the Ministry of Works and
Infrastructure in Bayelsa State.
Oguara is an author and has contributed immensely to the Engineering
Profession. He has numerous academic publications in reputable journals
and conferences and is well known for his research and consultancy
activities in highway pavement design and testing; pavement recycling;
and development of pavement management systems.
He is a registered
Engineer with the Council of Engineering regulation of Nigeria (COREN)
and has served as Chief Examiner/Interviewer for COREN and NSE at Port
Harcourt Centre, registering both Nigerian and foreign engineers in that
capacity. He is a Fellow, Nigerian Society of Engineers.
